Get PDF instead of shipping sheetmusic to Europe

I'm located in Austria/Europe and I 'd very much like to buy this James Moore Song: https://hymnary.org/store/product/love-endures 

Apparently there is no FlexScore available but only the printed sheet music. But the shipping costs are in my case $ 24,- which is way too much related to the $ 2.35.  I ‘m wondering if or why I cannot just get the PDF which apparently exists (I see a perfect preview here:  https://hymnary.org/files/previews/221247/G5732.pdf) for download at no shipping costs. I would also pay more for it, let’s say up to $ 10,- 

Any anwser or workaround would be greatly appreciated.

It is possible the publisher (GIA) sells products through their website that they have not given us to sell through our website.
