As you can see from the two page scans, there are (at least) two distinct hymns represented here. I'm trying to find the authority page for the one by Hewitt, but it's being swamped by a mass of Bilhorn and Grenfell.

Looks like each of the seven instances under this authority lists a different author. Only two (Hewitt and Bilhorn) have page scans to document their differences, and the refrain listed seems to be specific to the Bilhorn hymn. (Hewitt's begins "Bright moments are flying".)
