I know the consensus in the hymnals is Rich Mullins, but it looks on further digging like it may really be by Vernard Johnson, with only the tune (if that) by Mullins. <a href=https://www.facebook.com/leland.ross/posts/10217677883804733">My query on Facebook.</a>

it looks like Mullins is probably correct, and the problem can be laid to the tendency of CCM editors and jacket writers to act like writing and composing is always done by the performer on the particular CD or whatever. Sorry about the false alarm.
