Bartlett was born on October 25, 1847 in Browhelm, Ohio. He was a choral conductor, composed many popular tunes, and wrote several books on music. As of 1905, he was Director of the Des Moines, Iowa, College of Music. He died in 1919 in Des Moines, Iowa.
