There are two authorities for this hymn: http://www.hymnary.org/text/i_to_the_hills_will_lift_mine_eyes_from and http://www.hymnary.org/text/i_to_the_hills_will_lift_mine_eyes-1. The latter appears to involve a refrain, the former not. However, the refrain is (to judge by the page scans) not what the authority says it is. And in either case (whether the refrain first line begins "He" or "Behold") it is not an extraneous refrain like "At the Cross", but simply a repetition of the second half (or fourth quarter) of one of the stanzas. I was going to merge them, but then I thought, no, maybe better ask...
