Elvin Swarthout was born in Ovid, MI in 1864. He graduated from Albion College in 1885 with the degree of Ph.D. He was admitted to the Bar of the Supreme Court Michigan, 1886 and graduated from the University of Michigan in 1887. He practiced law in Grand Rapids, MI and was mayor of Grand Rapids from 1924-1930. He was a member of the Division Street M. E. Church. He served as President of the Epworth League from 1893-1894 and was active in the Epworth League Assembly at Ludington, MI.
The Epworth League Training Assembly purchased land along Lake Michigan in 1894 for a Methodist-Chautauqua type resort to provide spiritual and cultural programs. The area is now known as Epworth Heights.
